The purpose of this continuing legal education program is to introduce attorneys to the basics of the application of Title IX of the Education Amendments of 1972 to gender equity in career and technical institutions.    The CLE will:

  • review how the US Department of Education (ED) Office for Civil Rights (OCR), the agency and department charged with implementing Title IX of the Education Amendments of 1972, has explained the mechanisms that institutions have to have in place to be in compliance in the Dear Colleague Letters of June 15, 2016 from the US Department of Education OCR and  Office of Career, Technical, and Adult Education (OCTAE).  The purpose of the Dear Colleague letter was to “support and inform recipients by clarifying the legal obligations to ensure equitable access to CTE (Career and Technical Education) programs, and by providing examples of issues that may raise concerns regarding compliance with these obligations.”  (10:00 am – 10:30 am)
  • Examine the guidance provided and specific examples on how institutions can comply with obligations to “increase overall participation and success in high-growth fields, such as nursing, advanced manufacturing, information technology, computer science, and cybersecurity, for both men and women.” (10:30 am – 11:00 am)

Presenter: Sheilah D. Vance, Esq., principal of the Law Offices of Sheilah Vance and Vance Education Law Solutions. She is also an Affiliated Consultant with The NCHERM (National Center for Higher Education Risk Management), where she assists higher education organizations and K-12 schools in complying with Title IX of the Education Amendments. Vance is also an Adjunct Professor at Villanova University School of Law, where she teaches the Education Law Seminar.
