Conscious Compliance is a strategy to identify and eliminate racial bias in Title IX processes in educational institutions, as required by the new Title IX regulations that the US Department of Education Office for Civil Rights issued on May 6, 2020. This webinar reviews the new regulations and includes compliance steps that can be used in training for Title IX coordinators, investigators, hearing officers, adjudicators, appeals officers, and those who facilitate informal resolution processes. New CLE! Examining the US Department of Education’s Discussion of Race in the New Title IX Regulations
The new Title IX regulations that the US Department of Education Office for Civil Rights (OCR) issued on May 6, 2020 contain hundreds of references to race and racial bias and require institutions to train most of the parties involved in their Title IX processes on how to eliminate racial bias in their Title IX program. The Preamble, which many people have not read in full or in detail, in the new regulations explains why OCR established the requirement on training to eliminate racial bias by showing how commenters raised concerns about race and racial bias in response to the Notice of Proposed Rulemaking, OCR’s discussion about those comments, and the changes that OCR made to the proposed regulations based on those comments. This webinar is designed to help those parties who must be trained on racial bias and how to eliminate it–Title IX coordinators, investigators, hearing officers, adjudicators, appeals officers, and those who facilitate informal resolution processes–understand their responsibilities and OCR’s basis for those responsibilities. Join us for a discussion of Nat King Cole’s legal opposition to racism, including his groundbreaking television show, The Nat King Cole Show, as portrayed in the People’s Light and Theatre Company’s production, “Light’s Out.” This play focuses on the last taping of Cole’s television show, which, while very popular from 1956-57, could not attract a national advertiser to financially support it. This CLE will talk about discrimination in advertising then and now, and Cole’s other legal fights against discrimination. The CLE includes a ticket to the 7:30 pm show of “Light’s Out,” starring Dule Hill (“The West Wing”, “Psych”) as Nat King Cole. Presenter: Sheilah Vance, Esq., who has a private law practice, has been interviewed and featured in numerous media outlets, including CNN Radio and The Washington Post, about family law issues. Vance has given workshops and spoken on many related topics including the Top 10 Land Mines of Divorce, 10 Things Every Married Woman Should Know, Divorce from the Client’s Perspective, Five Ways to Help Children Cope With Divorce, and Legal Issues in Book Publishing. She has published and presented extensively in the areas of public and legal education, family law, church law and publishing law, including at conferences at Oxford University in England, the Association of Title IX Administrators, the American Council on Education Women’s Network, the National Bar Association, the American Association of Law Schools, the Education Law Association, the Law School Admissions Council, the Pennsylvania Bar Institute, and for the African Methodist Episcopal Church Philadelphia and Delaware Conferences.
In 2006, Vance received the 2006 Woman of Distinction Award from the Barristers Association of Philadelphia, the local affiliate of the National Bar Association, for “exemplary service to the community through the practice of law” and “impressive personal accomplishments as an African American attorney.”
Vance is the author of three novels: Becoming Valley Forge, which won the Regional Fiction Award, 2016 Next Generation Indie Book Awards; Land Mines, which has won several awards for women’s, multicultural and African American fiction; and Chasing the 400, which was the first selection of the African American Museum of Philadelphia book club and a Top 20 Bestseller in Black Expressions Book Club. She also is the author of three other nonfiction books, Six Days in December: General George Washington’s and the Continental Army’s Encampment on Rebel Hill, December 13 – 19, 1777; Creativity for Christians, and Navigating the Land Mines.
She has a JD from Georgetown University and a BA in Communications from Howard University.

Educational institutions are in turmoil trying to assess what these actions mean for current Title IX programs and how the US Department of Education Office for Civil Rights will now monitor and decide compliance. A former Title IX Coordinator, Sheilah Vance, Esq. maintains a private law practice, primarily concentrating in education law, estate planning/administration, probate and trusts. She teaches Education Law at Villanova University School of Law as an Adjunct Professor. She is an Affiliated Consultant with The National Center for Higher Education Risk Management, working with colleges on Title IX, civil rights investigations, and policy review; and is a member of the Advisory Board of the Association of Title IX Administrators. Vance is formerly Assistant Dean for Academic Support and legal writing professor at Villanova Law School, Chief of Staff and Deputy to the President at Cheyney University of Pennsylvania, and President and General Counsel of the Institute for Educational Equity and Opportunity, a Washington, DC-based nonprofit that focused on public school finance issues.
